(A) No person shall own, keep, or harbor any animal within the town limits unless such animal is licensed with the county or state under applicable regulations, if any such regulations exist.
(B) Every owner is required to see that any license tag issued by a duly constituted licensing authority for any animal is securely fastened to that animal's collar, harness, or similar item, and said license shall be so worn by the animal whenever the animal is outside.
