Any police officer, upon discovering any vehicle unlawfully parked or stopped in violation of this subchapter, may impound and remove such vehicle or cause the same to be impounded and removed to any town-owned property, or to a private garage or other authorized place. Prior to removal, said officer shall ticket the unlawfully parked vehicle, and the owner of the vehicle shall be fined for that violation. The vehicle shall be impounded and retained at such location until the towing and storage expense shall have been paid, and until the fine assessed is paid and proof of all such payments is presented.
