(A) Every person on foot or driving or propelling a vehicle (including carts, wagons, and bicycles) or riding an animal, upon a public way within the town shall have the rights and be subject to the duties and penalties of this title, excepting those which can have no application.
(B) State traffic laws regulating vehicles and pedestrians upon roadways shall be applicable to all vehicles and pedestrians upon public ways within the town, except as appropriately modified by this code. The provisions of this title may in no way affect the civil or criminal responsibility of any person under the laws of the state.
