For the availability of, use, or service by the town’s sewage works, fees shall be collected from the owner of each lot, parcel of real property or building that is connected to the town’s sanitary sewer system or otherwise uses or is served by that system. Those fees shall be payable, and shall be in an amount determinable, as required by this chapter.
