(A) Right of entry. The Superintendent shall have the right to enter the premises of any user to determine whether the user is complying with all requirements of this chapter or order issued hereunder. Users shall allow the Superintendent ready access to all parts of their premises for the purposes of inspection, observation, measurement, sampling and testing, and the performance of any other tasks the Superintendent deems necessary for the enforcement of this chapter.
(B) Inspection and sampling.
(1) The Superintendent shall have the right to set up on a user’s property, or require installation of, such devices as are necessary to conduct sampling and/or metering of the user’s discharges into the POTW.
(2) The Superintendent may require a user to install equipment for sampling and/or monitoring the user’s discharges into the POTW. The sampling and monitoring equipment shall be maintained at all times in a safe and proper operating condition by the user at its own expense.
(3) Any obstruction to the safe and easy access to any part of user’s property, that the Superintendent seeks to access for the purpose of inspection, observation, measurement, sampling and testing, and the performance of any other tasks he deems necessary for the enforcement of this chapter, must at the Superintendent’s request be promptly removed by the user.
(C) Analytical requirements. All pollutant analyses, including sampling techniques, to be submitted as part of a report required by this chapter, shall be performed in accordance with standard methods or other techniques and/or procedures approved by EPA or IDEM.
(D) Sample collection.
(1) Subject to the following exception, the town and/or user must collect wastewater samples using flow proportional composite collection techniques. In the event flow proportional sampling is infeasible, the Superintendent may authorize the use of time proportional sampling or a minimum of four grab samples where the Superintendent determines that this will provide a representative sample of the effluent being discharged. In addition, grab samples may be required to show compliance with instantaneous discharge limits.
(2) Grab samples should be used in testing for FOG, temperature, pH, cyanide, phenols, sulfides, and volatile organic compounds.
(E) Testing/evaluation requirements. Tests of wastewater for compliance and general evaluation purposes by the town shall be at the expense of the user discharging the wastewater. Charges for the expense of each test/evaluation shall be as follows:
