(A) Pretreatment standards. Users shall provide wastewater treatment as necessary to comply with this chapter and shall achieve compliance with all state and federal pretreatment standards, and the prohibitions set out in this chapter within any applicable time limitations specified by EPA, the state, the Town Council, or the Superintendent. All state or federal government approvals and permits required for undertaking pretreatment and the installation of pretreatment facilities shall be obtained by the user. Any facilities necessary for compliance shall be provided, operated, and maintained at the user’s expense.
(B) User discharge control facilities.
(1) All users that discharge more than 30,000 gallons of wastewater per month shall install and maintain, on the user’s property and at the user’s expense, suitable storage and flow-control facilities to ensure equalization of flow and/or compliance with the requirements of § 53.61 of this Code, unless the Town Council formally determines that it would not be beneficial to the POTW for a user to do this.
(2) All users, except residential users, shall have interceptors for FOG if their wastewater contains FOG concentrations greater than 100 mg/l and sand interceptors if the Superintendent determines that sand in a user’s discharge creates POTW interference. All interception units shall be of type and capacity suitable for the wastewater and compatible with the POTW. Interceptors shall be made easily accessible for cleaning and inspection. Such interceptors shall be regularly inspected and cleaned, and repaired as needed for continuous efficient operation at all times, by the user at the user’s expense.
(3) Users that have user discharge control facilities must maintain a written report of the dates and particulars concerning all inspections, cleaning and repair of user discharge control facilities. These reports shall be made available to the Town Council or the Superintendent for review upon request.
(C) Detection of flammable substance discharges. Users with the potential to discharge flammable substances may be required by the Town Council or the Superintendent to install and maintain an approved combustible gas detection meter.
