§ 53.36  FEES FOR CONNECTION PERMITS.
   (A)   The owner of property, or an authorized representative, seeking to connect a building to the POTW, or seeking to expand by 1,500 square feet or more a building that is already connected to the POTW, shall apply for a connection permit by completing a building sewer connection permit form and submitting it to the Superintendent or the Town Clerk-Treasurer. All plans, specifications or other documents, containing information that may be useful in determining the substance and volume of expected discharges into the POTW, shall be submitted along with the completed building sewer connection permit form.
   (B)   The sewer connection fee for a house, apartment building or other residential facility shall be determined by multiplying the base unit charge (identified in division (E) below) times the number of base units to be served by the POTW as a of result of the new connection.
   (C)   The sewer connection fee for a non-residential building or building expansion shall be determined by the building/expansion’s equivalent number of base units. The Superintendent shall divide by 300 the building/expansion’s expected daily volume of wastewater discharge into the POTW. The number of times 300 divides into the expected average volume (in gpd) of wastewater discharges shall be that building/expansion’s number of equivalent base units. Any fraction produced by this calculation shall be rounded to the nearest tenth of the whole number resulting from this division (e.g., a building with expected average discharges of 700 gpd of wastewater shall be considered as being equivalent to 2.3 base units). When the expected average volume of wastewater discharges is less than 300 gpd, the number of equivalent base units shall be one. The sewer connection fee shall then be calculated by multiplying the base unit charge (identified in division (E) below) times the number of equivalent base units to be served by the POTW.
   (D)   In determining a non-residential building/expansion’s expected average daily wastewater discharge volume, the Superintendent may consider all factors that might indicate future wastewater discharge volumes, including but not limited to, the type of building, the size of the building/expansion, the number of persons expected to use the building/expansion and the number of wastewater receptacles in the building/expansion.
   (E)   A connection fee shall be charged to the owner of the property for the connection permit and for the inspection of the building sewer connection. A base unit charge of $500 for each base unit or equivalent base unit shall be used in determining the connection fee. This fee shall be paid to the Town Clerk-Treasurer before a building sewer connection permit is issued. Any connection made to the POTW without a building sewer connection permit or payment of the required connection fee is a violation of this Code.
