§ 51.04  DECLARATION OF MANDATORY CONSERVATION.
   (A)   The County Manager is hereby authorized to impose mandatory water restrictions, as described below, on the usage of water obtained directly or indirectly from the county regional water distribution system by declaring that mandatory conservation conditions exist. This declaration shall be based on written recommendations from the Public Utilities Director that conditions exist such that a water shortage is imminent.
   (B)   These restrictions may be imposed by the County Manager after consideration of all the following factors:
      (1)   The water level in Kerr Lake is nearing elevation 290. This implies that the lake level is nearing a level where insufficient water can enter the raw water intake;
      (2)   Water pressure at monitoring locations of the county regional water system;
      (3)   Ability to fill elevated water tanks of the county regional water system; and
      (4)   Ability to maintain minimum water pressure standards in the entire county regional water system.
