All licenses issued under this chapter shall be for one year, which shall be for the fiscal year beginning July 1, and ending June 30, except that licenses issued to collectors of garbage, refuse, solid wastes, and recyclables within a fiscal year shall only be for a period beginning on the date such license issued and ending the immediately following June 30.
