Every person, firm, and corporation engaged in the collection of garbage, refuse, solid wastes, and recyclables in the county, except for one’s self, one’s firm, or corporation, shall first make application to and secure from the county an annual solid waste collection license per person, firm, or corporation for the collection of garbage, refuse, solid wastes, and recyclables. The exemption to this would be the company which the county contracts with to operate the transfer station and convenience centers. The Board shall adopt a solid waste collection license fee as a part of its annual budget ordinance.
