(A) The purpose of this chapter is to provide a comprehensive set of regulations to protect the environment and promote the health, safety, and general welfare within the jurisdiction of the county.
(B) By regulating the uses permitted in an established zoning district, all areas shall be developed to their potential while being protected from incompatible and discriminatory land use practices.
