After the effective date of this chapter, no proposed solar farm, as defined in § 156.05, and within the county’s jurisdiction shall proceed with construction until it has been submitted to and approved by the Planning and Zoning Administrator, or his or her designee, and as evidenced by an approved county development permit in accordance with the provisions of this chapter.
