§ 153.27  STANDARD OPERATING PROCEDURES.
   (A)    Approved demolition contractors operate under a scope of services agreement. The following guidelines are set forth by the county to serve as standard operating procedures for the demolition and recycling of abandoned or dilapidated manufactured homes. Contractors must agree to the terms and procedures specified within the agreement prior to performance of any services that may be assigned by the Public Works Department or Planning/Zoning and Code Enforcement Department.
   (B)   Should a property owner be unable to provide for the cost of demolition and removal, the property owner may petition the county to provide or assist in providing services. The county reserves the right to determine the number of manufactured housing units to be abated on a given parcel and services provided will be contingent upon available funding provided to the county through the North Carolina Solid Waste Trust Fund.
