The following actions shall take place:
(A) Notice of violations will be issued by the E-911 Database Supervisor or his or her designee.
(B) The notice of violation shall be directed to the name and address of the owner of the structure or the offending party.
(C) The notice must set forth the action necessary for the offender to be in compliance with this chapter.
