The Legislature of the State of North Carolina has, in G.S. Ch. 143, Art. 21, Part 6 and Ch. 153A, Art. 6, Part 121, delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry. Wherever the requirements of this chapter are at variance with the requirements of any other lawfully adopted statutes, rules, regulations or ordinances, the most restrictive or those imposing higher standards shall govern. The standards and guidelines of G.S. Ch. 160D take priority. Therefore, the Warren County Board of Commissioners does ordain as follows.
