§ 158.081  OTHER REQUIREMENTS; PLACEMENT OF MONUMENTS.
Unless otherwise specified by this chapter, the Standards of Practice for Land Surveying as adopted by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors, under the provisions of Title 21 of the NC Administrative Code, Chapter 56 (21 NCAC 56), shall apply when conducting surveys for subdivision; to determine the accuracy for surveys and placement of monuments, control corners, markers, control corner ties; to determine the location, design, and material monuments, markers, control corners, and property comer ties; and to determine other standards and procedures governing the practice of land surveying for subdivisions.
   (A)   Permanent concrete monuments four inches in diameter or square, three feet long, corners of the subdivision, provided that additional monuments shall be placed where necessary so that no point within the subdivision lies no more than 500 feet from a monument. Two or more of the required monuments shall be designated as control corners. The top of each monument shall have an indented cross, metal pin, or metal plat to identify properly the location of the point. All monuments shall be shown on the final plat.
   (B)   All lot corners, all points where the street lines intersect and exterior boundaries of the subdivision, and all angle points of curve in each street, shall be marked with iron pipe or iron stakes at least three-eighths inches in diameter and 24 inches long.
   (C)   At least one corner of the property surveyed shall be designated by course and distance (tie) from a readily discernible reference marker. If a corner is within 2,000 feet of a U.S. Coast and Geodetic Station of North Carolina Grid System coordinated monument, then this corner shall be marked with a monument so designated and shall be accurately tied to the station or monument by computed X and Y coordinates which appear on the map with a statement identifying the station or monument and to an accuracy of at least 1:10,000.  When such a monument or station is not available, the tie shall be made to some pertinent and readily recognizable landmark or identifiable point, physical object, or structure.
