This chapter is adopted pursuant to the authority vested in the county by the General Statutes of the state, particularly G.S. §§ 67-4.1 to 67-4.5 (Dangerous Dogs); G.S. §§ 14-360 to 14-363 (Cruelty to Animals); G.S. §§ 130A-184 to 130A-201 (Rabies); G.S. 153A-121 (General Ordinance-Making Power); G.S. § 153A-123 (Enforcement of Ordinances); G.S. § 153A-127 (Abuse of Animals); G.S. § 153A-131 (Dangerous Animals); and other applicable laws. The purpose of this chapter is to protect the health, safety, and welfare of county residents and the animals residing within the county and to regulate and control the conduct, keeping, and care of those animals.
