1371.05 ELECTRICAL AND SERVICE EQUIPMENT.
   Every dwelling unit shall be equipped with an electrical system in compliance with the requirements of this section and shall comply with the Tri-County Electrical Code:
(a)   The size and usage of appliances and equipment shall serve as a basis for determining the need for additional facilities in accordance with this section. Every dwelling shall be served by a main service that is not less than sixty amperes, three wires.
(b)   Electrical convenience outlets in every area which has operable sinks shall be equipped with GFI (Ground Fault Interrupter) controlled duplex convenience outlets along the entire countertop.
(c)   Every habitable room of a dwelling shall contain at least two separate wall type electric convenience outlets on opposite walls and one supplied ceiling type electric light fixture with a wall switch located within three feet of the entrance door; every bathroom shall contain at least one separate wall type electric GFI (Ground Fault Interrupter) controlled duplex convenience outlet and one supplied ceiling type electric light fixture with a wall switch located within three feet of the entrance door; and every water closet compartment, laundry room, furnace room and storage room shall contain at least one supplied ceiling or wall type electric light fixture. Every such outlet and fixture shall be properly installed by a registered contractor, with the proper City permits, and shall be maintained in good and safe working condition, and shall be connected to the source of electric power in a safe manner.
(d)   Electrical wiring and facilities shall be maintained in a good and safe state of repair observing the following requirements:
(1)   Every exposed electric wire shall have insulation which is in good condition.
(2)   No short circuit or break shall exist in any electric line.
(3)   Every fixture and outlet shall function properly and shall be properly fastened in place, and shall have a switch or outlet plate properly fastened in place.
(4)   No obvious shock hazard shall exist.
(5)   No temporary wiring shall be used, except extension cords which run directly from portable electric fixtures to convenience outlets and which do not lie underneath floor coverings or extend through doorways, transoms, or other similar apertures through structural elements, and shall not be permanently fastened in place.
(6)   No electric circuit shall be overloaded as a result of connecting appliances which operate at high wattages to outlets supplied with wire of inadequate size.
