It shall be the duty of the owner of every dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding which is vacant and left in either a secure or not secure and open state to remove from the outside premises any and all grass, brush, briers, burrs, vines, Russian and Canadian thistles or any and all other noxious weeds six or more inches in height.
