1337.25 ROOFS AND DRAINAGE.
   (a)   The roof and flashing shall be sound, tight and not have defects that admit rain. Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. Roof water shall not be discharged in a manner that creates a public nuisance. All missing shingles, or other roofing materials, shall be replaced with materials of a similar kind, nature, design and color as the original thereof. Any roof or distinguishable portion thereof determined by the Code Official to have more than twenty five percent of its total area comprised of missing or deteriorated shingles or other roofing material shall be replaced. Sagging mis-aligned unsafe roofs constitute conditions warranting condemnation.
   (b)    All structures within the City shall have gutters and/or downspouts in place which shall be maintained in such manner as to keep such gutters and/or downspouts free of exterior rust and corrosion. Such rust and corrosion as may develop in the course of ordinary use of the same shall be removed, painted or otherwise surface coated so as to keep such gutters and/or downspouts properly maintained. All downspouts shall be discharged in a manner as to not create drainage damage to adjacent property and shall also comply with applicable laws, rules and regulations.
