735.01 DEFINITIONS.
   (a)   "Vendor or peddler" means and includes all persons, both principal or agents, who engage in a temporary or transient business in the City, selling or giving away goods, wares, merchandise or services, including flea markets, and who, for the purpose of carrying on such business hire, lease or occupy any room, building, lot or structure for the exhibition, storage, sale or giving away of such goods, wares, merchandise or services.

   (b)   "Itinerant vendor" means and includes all persons, both principal or agents, who engage in a temporary or transient business in the City selling or giving away goods, wares, merchandise or services by traveling from place to place.
 
   (c)   "Licensing authority" means and includes the Mayor and all departments and persons so designated by the Mayor to distribute a vendor's license.
 
   (d)   "Flea market" means an operation where individuals come together, temporarily or transiently and under one roof or in one common area, to sell, barter, offer for sale or expose for sale, any merchandise.
 
   (e)   "Street" means the entire width between the boundary lanes of every way normally and customarily open to the use of the public for vehicular or pedestrian travel, including but not necessarily limited to, sidewalks, tree lawns, devilstrips, curbs, gutters and paved portion of the street.
 
   (f)   "Merchandise" means any wares, goods, articles, chattels, foodstuffs, drink, other substances for human consumption, commodities or services whatsoever.
