The Director of Public Service and Safety shall have the right to cancel and discontinue monitoring service of any subscriber for the following reasons:
(a) Nonpayment of monitoring fees;
(b) Violation of any provision of this chapter;
(c) Where an alarm being monitored emits more than the maximum permissible number of false alarms; or
(d) For any reason where such monitoring service is not in the best interests of the City.
