(a) Persons subscribing to the alarm monitoring service shall pay a fee of sixty dollars ($60.00) for initial connection to the monitoring panel and thirty-six dollars ($36.00) per year for monitoring service payable in advance. In the event service should be discontinued for any reason, that portion of the unused monitoring fee shall be returned to the subscriber prorated on a monthly basis.
(b) All fees shall be collected by the Police Department and placed into the General Fund.
