In order to assure that the rates and charges established for utility services, and other fees and charges for other services provided by the city to the public, are adequate to maintain sufficient funds to fully pay the cost of providing such services, the council shall, from time to time, but not less than annually, review such rates and charges made to the public for services. Specifically, the review shall include charges made pursuant to the provisions of this title and title 8 of this code. The annual review shall be conducted as a part of the process of the adoption of the annual budget. (Ord. 1059 §1, 2008)
