It shall be the prerogative of the council to liberally amend this nonexclusive franchise, upon application and consent of the grantee, when necessary to enable the grantee to take advantage of any developments in the provision of telecommunications services which will afford it an opportunity to service its subscribers more effectively, efficiently or economically. Provided, however, that this section shall not be construed to require the council to make any amendment. (Ord. 761 §26, 1995)
