13.24.120: SIGNAL QUALITY REQUIREMENTS:
The grantee shall:
A.   Comply with FCC rules regarding signal quality;
B.   Limit failures in the system to a minimum by locating and beginning to correct malfunctions no longer than twenty four (24) hours after notice, exclusive of service interruptions occasioned by weather conditions or other conditions beyond grantee's control which result in damage to or impairment of system receiving, originating or distribution facilities;
C.   Franchisee shall make convertors available to subscribers, which will eliminate direct television off air pick up, in particular, ghosting caused by strength and reception of local broadcast signals, at no charge to subscribers; provided, franchisee shall have the right to charge a monthly fee for the use of any other convertor specifically requested by a subscriber which also is used for the decryption of scrambled cable signal(s), whether or not any such subscriber actually receives such scrambled cable signal(s).
