Any person violating any of the provisions or failing to comply with any of the mandatory requirements of the ordinances of the city is guilty, upon conviction, of a misdemeanor. The penalty, upon conviction, for a violation of any provision of any title, chapter or section not otherwise specified in the municipal code, shall be a fine, to be determined by the municipal court, not to exceed two hundred dollars ($200.00), excluding court cost. Additionally, the penalty, upon conviction, for a violation of any provision of the municipal code, whether specified or not, shall be a fine, to be determined by the municipal court, not to exceed two hundred dollars ($200.00) excluding court cost.
