5.55.020: DEFINITIONS:
When used in this chapter, unless the context otherwise requires, the following terms shall have the following meanings:
COMMISSIONER: The public works director of the city of Warr Acres or his or her designee.
DEPARTMENTS: The inspection services (city inspector), the code enforcement services (code enforcer), police department, the fire department, and/or any departments of the city of Warr Acres.
FESTIVALS: One to three (3) consecutive day occasion held by a business entity, school, church, or municipality, including a religious or charitable organization, for the purpose of charity, music, art, renaissance, cultural, national or state holidays, or health festivals. Festivals are not restricted to one physical address. This festival definition is only for the purpose of the issuance of food service establishment licensing by the city of Warr Acres.
MOBILE FOOD SERVICE ESTABLISHMENT: A vehicle or trailer that prepares food, is readily movable, and remains at one physical address for no more than twelve (12) hours at a one time single event unless in conjunction with a festival. Such vehicle or trailer shall be Oklahoma department of transportation road approved, including wheel and axle (OAC 310:257-17-3). Also includes retail establishments, which shall mean a unit which sells packaged foods from a temporary, stationary display or from a vehicle or trailer, and remains at one physical address for no more than twelve (12) hours at a one time single event unless in conjunction with a festival. Food sales for a retail establishment are limited to commercially manufactured, prepackaged products or products that are prepared and packaged at a licensed food service establishment.
MOBILE PUSHCART: A nonself-propelled food unit that can be manually moved. Pushcarts are classified as either indoor or outdoor depending on where they are operated and type of food sold. Mobile pushcarts shall not be allowed in the city of Warr Acres.
OAC: The Oklahoma administrative code. The OAC is published by the customer protection department within the Oklahoma state department of health.
OCCHD: The Oklahoma City-County health department. The OCCHD mobile food service program ensures proper licensing, and education of mobile food vendors throughout Oklahoma County. The program also serves as a guide by providing potential vendors with all the steps required for operation in Oklahoma County, as well as proper construction of a mobile food vehicle. The OCCHD publishes "Steps For Opening A Mobile Food Establishment In Oklahoma County" CP-11-2014, which can be downloaded from the OCCHD website. Steps include Oklahoma state sales tax permit; copy of mobile food service establishment guidelines; food service operator's training/certificate; inspections, state and county licenses, and food handler certificates.

SPECIAL EVENT/EVENTS: One to three (3) consecutive day occasion held by a business entity, school, church, municipality, religious or charitable organizations for the purpose of customer appreciation, charitable events, opening ceremonies, special sales, product launches, and national or state holidays. Events are restricted to be held at one physical address. This special event definition is only for the purpose of the issuance of food service establishment licensing by the city of Warr Acres.
