5.52.110: OPERATING RULES AND REGULATIONS:
A licensee shall provide wrecker service in compliance with the following rules and regulations:
A.   Repealed.
B.   The storage facility for each permit holder shall be screened by a six foot (6') high sightproof fence in a properly zoned area. The facility must be adequate for the protection of vehicles stored and must have an all weather surface.
C.   The operator shall release any towed vehicle upon the following criteria:
   1.   Payment of all towing and storage liens; or
   2.   An order of the chief of police or his designee authorizing the release of the vehicle at no cost to the owner or citizen;
   3.   An order of the chief of police or his designee that a bond has been posted securing all towing and storage liens.
D.   The permit holder shall provide immediate service twenty four (24) hours per day each and every day.
E.   Every permittee shall have available for immediate service at least one attendant on duty between the hours of seven o'clock (7:00) P.M. and seven o'clock (7:00) A.M. daily; and one dispatcher and attendant on duty between the hours of seven o'clock (7:00) A.M. and seven o'clock (7:00) P.M. daily.
F.   The permittee shall maintain a direct telephone line to the Warr Acres police department dispatcher, which line shall be personally answered twenty four (24) hours a day, seven (7) days a week.
G.   Each attendant dispatched to the scene of an accident shall be responsible for clearing from the street all debris existing as a result of such accident.
H.   The steering wheel of all impounded vehicles be secured with a tie down before towing.
I.   An inventory of all visible personal possessions and/or equipment in each impounded vehicle shall be prepared by the attendant before the vehicle is removed, and such inventory shall be verified by the police officer at the scene by signature. Any erasures on such inventory shall be initialed by both the attendant and the police officer.
J.   Any other rule or regulation which the police chief deems necessary to ensure effective service and proper impoundment of vehicles. (Ord. 993 §3, 2003: Ord. 992 §1, 2003: Ord. 740 §1, 1993)
