5.52.070: VEHICLE AND EQUIPMENT:
A.   Every permittee or operator shall have at least two (2) wreckers available twenty four (24) hours a day. Of the two (2) vehicles, one must be winch equipped and one must be a flatbed. Each wrecker shall bear the name of the wrecker service on each side of the vehicle in letters not less than two inches (2") in height and one-half inch (1/2") width and colored so as to be easily readable.
B.   Each vehicle to be used as a wrecker must be designed for such purpose and shall be maintained in first class mechanical and operating condition, ready for use.
C.   Each vehicle shall have at least one amber rotating or flashing beacon visible for three hundred sixty degrees (360°). In addition, each vehicle shall have an emergency flasher system capable of emitting two (2) amber lights to the front and two (2) red lights to the rear of the vehicle which shall flash simultaneously. All lighting systems shall be visible from a minimum of five hundred feet (500').
D.   Each wrecker shall also include the following equipment:
   1.   A set of highway lights for attachment to a towed vehicle where necessary;
   2.   All truck warning devices required by 47 Oklahoma Statutes to protect the scene of an accident, day or night;
   3.   Two (2) "scotch" blocks or similar type device capable of adding stability to the wrecker in preparing the disabled vehicle for towing except for roll backs or flatbed;
   4.   "Dollies" for the purpose of providing a method of towing disabled vehicle; or equipment capable of adequately and safely loading an impounded vehicle. The provisions of this requirement shall not apply to the loading of impounded vehicles of ten thousand (10,000) pounds' or more gross weight except for roll backs or flatbed;
   5.   At least one easily accessible fire extinguisher with an NFPA rating of ten (10) BC or higher;
   6.   Two (2) chains for pulling or towing;
   7.   A nylon towing strap at least two and one-half inches (21/2") in width and at least twelve feet (12') in length;
   8.   One push type broom and other supplies to clean accident debris;
   9.   One shovel suitable for clearing debris from the roadway;
   10.   One axe;
   11.   One set of tire chains or mud tires;
   12.   One pry bar or wrecker bar capable of prying open vehicle doors;
   13.   One "sling" or "stay bar" or other type of device capable of protecting an impounded or disabled vehicle while being towed or transported;
   14.   A wheel lift device;
   15.   Warning devices (flares or triangles);
   16.   Dual rear wheels. At least one set of dual rear wheels for stability in towing another vehicle;
   17.   Absorbent. An adequate supply of an absorbent capable of absorbing liquid spills from vehicles (not including cargo spills); provided, the wrecker service or wrecker operator shall not be required to pick up or dispose of the used absorbent. The department recommends keeping at least four (4) gallons of absorbent on each wrecker vehicle.
E.   Each wrecker shall be equipped with a radio receiver and transmitter capable of communicating with the wrecker company dispatcher who shall have base station equipment capable of such communication. (Ord. 1158, 2015)
