1046.67 DETERMINATION OF MONTHLY kW AND kVar BILLING DEMAND.
   (a)   The kW and kVar demand (to nearest kW and kVar) shall normally be determined by measurements, using the highest 60-minute integrated or equivalent thermal kW and kVar demand. The monthly kVar billing demand shall be equal to the highest measured kVar demand witnessed during the billing period, as determined in this section. The monthly kW billing demand will be the greater of the maximum measured kW demand during the on-peak period or 33% of the maximum measured kW demand during the off-peak period. The on-peak period is defined as the 12-hour period between 7:00 a.m. and 7:00 p.m. local time on all non-holiday weekdays during the months of June, July, August and September. All other time is defined as off-peak. Holidays are Independence Day and Labor Day.
