(a) The above rates and charges are net as shown and reflect the discount allowed from the gross rates if all accounts due and payable are paid by the date specified on the bill. If not so paid, for the current month billing, the gross rates, which are five percent higher than the unpaid current month net billing, shall be due and payable. That loss of discount shall be applied only once to any initial unpaid billing amounts.
(b) If any bill is not paid by the date specified, service shall be subject to disconnection and, to partially pay for the additional expense involved, any reconnection of service shall be subject to the charges set forth in the Utility's general rules and regulations.
