In determining the consumer's classification for billing purposes, any establishment carrying a business, professional, commercial or nonresidential telephone directory listing shall automatically be classified as being nonresidential in character and Schedule GS shall apply. However, the absence of such listing shall not be the determining factor in establishing whether or nor the service utilization is nonresidential in character. See Section 1046.31 as to the option for combined service.
