The Director of Public Service and Safety shall make and enforce such rules and regulations as he or she may deem necessary for the enforcement of the provisions of this chapter, for the proper determination and collection of the rates and charges herein provided, and for the efficient and economical management of the electrical system; and such rules and regulations, when not repugnant to the existing ordinances of the City or the laws of the State, shall have the same effect and force as an ordinance.
