(a) The Auditor of the City is hereby authorized to establish an Indigent Drivers Alcohol Treatment Fund which shall be a special revenue fund in the City accounts pursuant to the requirements of Ohio R.C. 4511.191.
(b) The purpose of this Fund shall be to receive certain monies from appropriate courts and also from license fees relating to the enforcement of laws governing the operation of motor vehicles while under the influence of alcohol.
