§ 4-201 DEFINITIONS.
   For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BUILDING CONTRACTOR. Any person who contracts with the owner or tenant of property, either directly, or indirectly as a subcontractor, to build, construct, alter, repair, add to or wreck any building or structure upon said property, or any portion thereof, within the city, for which a permit is required by this code, for a fixed price, fee, percentage or other compensation other than wages, or who advertises or otherwise represents to the public to have the capacity or ability to undertake to build, construct, alter, repair, add to or wreck any building or structure or any portion thereof; or who builds, constructs, alters, adds to or wreck any building or structure on either his or her own or other property, for the purpose of speculation. The term BUILDING CONTRACTOR includes a licensed tradesman contracting work within his or her trade, such as a licensed electrician, plumber, drainlayer, gas fitter or mechanic, but does not include an employee of the BUILDING CONTRACTOR.
   OWNER. Applied to a building or land, includes any part owner, joint owner, joint venture, joint stock company, partnership, association, club, company, corporation, business, trust, organization, city, school district, state or federal entities or any agent, servant, officer or employee of any of them.
