At the completion of the project, the Zoning Administrator shall conduct a final inspection to determine completion of all site plan requirements. If the project is not in compliance with the approved site plan, the Zoning Administrator shall provide the owner with a written report as to what remedial actions are necessary to bring the project into compliance, and shall not certify the Certificate of Occupancy until such actions have been completed, unless subsequent completion has been set forth in a site plan performance agreement. Upon full compliance with the terms of a site plan performance agreement required by the Governing Body, the Zoning Administrator shall recommend that the Governing Body release any required performance guarantee.
