§ 16-602 SAME; REVIEW REQUIRED.
   Before any earth sheltered or partially earth sheltered building or structure shall be erected, altered or enlarged, plans for such building or structure shall be submitted to the building inspector for review and approval. Such plans as submitted to the building inspector, shall have the approval of a registered architect endorsed thereon or affixed thereto. In reviewing such plans, the building inspector shall take into consideration the intent and purpose of the district in which the building or structure is to be erected, altered or enlarged and the exterior architectural and aesthetic appeal of the proposed building or structure in relation to the character of the neighborhood in which it is to be situated.
