The following storm water fees are hereby established:
(a) Residential electric, water and/or sewer utility customers of the city receiving service within the corporate limits of the city shall pay a fee of $2 per month; and
(b) Non-residential electric, water and/or sewer utility customers of the city receiving service within the corporate limits of the city shall be charged a storm water fee corresponding to the area of the lot or tract, or contiguous lots or tracts owned, rented or leased by the customer, upon which such utility service is received, in accordance with the following rate schedule:
