There is hereby established a storm water utility, to assist the city in its responsibility for the operation, construction, maintenance and repair of storm water drainage system facilities, to provide for adequate collection, conveyance, detention and release of storm water and the reduction of potential hazards to property and life resulting from storm water runoff.
