(a) Refuse shall be collected in all residential areas once a week, weather permitting.
(b) Refuse shall be collected in business areas twice a week, weather permitting; additional collections may be made at any business establishment when it has been determined by the governing body that such collections are necessary.

(a) The city shall from time to time enter into contracts with individuals or corporations for the removal of refuse in the city in accordance with K.S.A. 12-2101 and any amendments thereto.
(b) Contracts for the collection and disposal of refuse shall be awarded only to refuse collectors licensed in accordance with this code.

It shall be unlawful for any person or corporations to collect, transport or haul on any streets or alleys in the city or dispose of in any manner any refuse accumulated in the city without first having obtained a refuse haulers license as hereinafter set out. Provided that this section shall not be construed to apply to the following:
(a) Sanitation department or other departments of the city;
(b) Any governmental agencies;
(c) Persons who collect and transport refuse produced on premises owned or occupied by them;
(d) Builders, wrecking or demolition contractors or other persons engaged in construction or similar occupations; and
(e) Persons, firms or corporations engaged in the occupations known as tree trimmers or tree surgeons, agriculture, gardening, arboriculture, horticulture, lawn care, landscaping, nursery work or similar occupations.

Each person or corporation required by this article to be licensed to collect or remove refuse within the city shall make application for such license to the City Clerk. A separate application shall be made for operation of each refuse collection vehicle, which must comply with all pertinent Kansas Department of Transportation motor vehicle carrier laws. The City Clerk shall issue a license for operation of each vehicle, as hereinafter provided.

The license required herein shall be issued by the City Clerk and shall be signed by the Mayor and the City Clerk with the corporate seal of the city affixed thereto and shall state the number of the license, name, address and telephone number of the person or corporation to whom issued, the amount paid for such license and the description of the vehicles to be operated by the licensee.

(a) The license fees shall be determined as follows:
(1) A fee of $50 shall be charged for the operation of each truck of three-quarter ton or less; and
(2) A fee of $100 shall be charged for the operation of each truck in excess of three-quarter ton.
(b) No license shall be issued for a smaller amount than the rates as specified. Every license issued shall expire the following December 31.
