(a) Each and every owner, tenant, housekeeper or other person or persons occupying any dwelling house, apartment house or other buildings or portions thereof, shall provide and renew when necessary a sufficient number of containers to hold accumulated refuse thereat. All garbage containers shall be metal or plastic construction, with substantial lids or covers which shall fit close enough to retain all odors, and keep out flies, other insects and rodents.
(b) Each and every owner, tenant, housekeeper or other person or persons occupying any dwelling house, apartment house or other buildings or portions thereof, shall provide and renew when necessary a sufficient number of containers to hold trash accumulated thereat. The same containers may be used for both trash and garbage if the containers are of tapered and watertight metal or plastic construction with substantial lids or covers which fit close enough to keep out flies, other insects and rodents.
