The city shall make every effort to deliver water to its water customers through city mains, having a quality consistent with State of Kansas Department of Health and Environment standards. The city shall not be liable to any consumer of water for failure to deliver water unless the city is grossly or wantonly negligent or intends to create damages to the water customer or consumer. The city does not guarantee the delivery of water through any of its mains and connecting services at any time except only when its mains, pumping machines and power service connections are in good working order, and the supply of water is sufficient for the usual demands of its consumers.
