(a) No person shall take water from any city fire hydrant, draw cock or hose pipe for private use without first securing authorization from the City Manager, and having paid for such water. Nothing herein shall be construed as limiting the Fire Department or other authorized departments of the city from using water for authorized public purposes.
(b) Any person who shall in any way tamper with or break any seal on any water meter or who shall connect any service so that water may be used without the same being properly measured and registered on a meter, shall be in violation of this code. Nothing in this article shall be construed as applying to any employee of the city in the lawful discharge of his or her duty of connecting, repairing or testing any such meter.
(c) It shall be unlawful for any person to turn on any water service after the same has been turned off by the city for nonpayment of a water bill or an unrepaired leak on the service line.
