§ 15-303 INSTALLATION AND MAINTENANCE.
   (a)   Where the water mains of the city are adjacent to the property desiring service, the City Water Department will make the necessary connection to the water distribution system, tap the water main, extend and furnish the supply line to the parking area, install and furnish the curb stop, meter pit and meter in the parking area. All equipment and materials installed or used by the city shall remain the property of the city.
   (b)   Each residential dwelling or commercial or industrial structure shall have a separate water meter and connection, unless permission otherwise is granted by the City Manager.
   (c)   No person shall extend any water pipes from one property or street number to another without permission of the City Manager.
   (d)   The property owner shall install one or more stop and waste cocks in his or her supply line so that the water may be shut off and the house plumbing entirely drained, and no smaller service line than three-fourths inch shall be installed from the main to any structure.
   (e)   No water line shall be installed in the same excavation with sewer and other utilities.
   (f)   All meters now installed or re-installed shall be placed in the parking area except that in the business district where meters shall be installed in the parking (if possible) or at the most accessible location (if there is no parking), the meter and curb stop shall be placed in a metal tile or concrete meter box with cover furnished by the Water Department. For meters installed or re-installed in an area approved by the City Manager but other than the parking area, the property owner shall pay all additional material and labor costs for the installation thereof.
   (g)   The Water Department shall, at its own expense, maintain and keep in repair all water service lines from point of connection to the water main, to and including curb stop valve, meter and enclosures if located in the parking area. Maintenance costs for water service lines located outside the parking area shall be the responsibility of the customer.
   (h)   Where the water mains of the city are not adjacent to the property desiring service, the City Water Department may extend a new water main from an existing main to the property. The owner of the property will be charged for the cost of the material, labor (including any contracted labor), and equipment required for the extension. Commercial and industrial customers may apply to repay the city for up to $2,500 of the cost of the extension over a five-year period. The city shall require monthly payments equal to 1.79166% of said cost. The city reserves the right to reject any application.
