(a) The City Manager, upon being advised of critical or emergency conditions or shortages with respect to electrical energy, generation capacity, electrical usage, water availability or any circumstances or conditions adversely affecting normal usage of electric, water or other municipal utilities, shall have the executive authority to direct by executive order the limitation or restriction of usage of any such utility under such conditions; and for such period of time as shall be deemed by the City Manager to be in the best interests of the community, its citizens and the utility facilities.
(b) Any such executive order restricting utility usage issued by the City Manager may be modified or revoked by the affirmative vote of a majority of the governing body at any regular or special meeting called for that purpose.
(c) Any violation of the terms and provisions of any executive order issued under the authority of this section shall be reported to the office of the City Clerk who shall, by delegation or otherwise, immediately notify the billed party to whom utility usage with respect to the premises is billed, of the violation and the City Clerk shall be authorized to add to the next utility bill a violation assessment of $25, each separate day constituting a separate executive order violation.
