Except as provided in this article, the city reserves the right to discontinue utility service without notice to any and all customers of municipal utilities when the same becomes necessary for repairs to the system, or any part thereof; or when any properly authorized official has determined that emergency termination of utility service is required to protect the health and safety of the public.
