§ 15-113 SAME; OBSTRUCTIONS; METER CARDS; OFF-SITE READING.
   (a)   No obstruction or debris or unsafe conditions of any kind shall be allowed to block any meter. If a metering device is not readily accessible to the reader so that it may be read with a minimum of effort for a period of two or more successive billing periods, the city reserves the right to shut off services to the premises.
   (b)   As an option to shutting off service, the city may provide meter cards to the customer upon which the customer shall record the reading and return to the city office by the seventeenth of each month, however, the city’s reader shall still be provided access to verify the readings at least once every six months. If the card is not returned, the city will estimate usage.
   (c)   The city also has the option of installing remote, off-site meter reading equipment to read meters, at the customer’s expense, where it is determined the obstruction or unsafe condition cannot be adequately remedied.
