In the event a dispute arises between the city and a customer as to the correctness of the measurement by any meter, such meter may be removed and tested by the city, and if upon such test such meter does not measure within 2% of the correct amount, no charge shall be made to the consumer for checking the accuracy of the meter. If, upon checking the meter, it proves to measure within 2% of the correct amount, the consumer shall pay the city the sum of $100 for the testing of the meter.
