§ 15-110 UTILITY CUSTOMER ACTIVATION FEE; TENANT RIGHT-TO-SERVICE VERIFICATION.
   (a)   New customers establishing permanent utility services or existing customers of the city establishing utility service at a new address shall at the time of activation for such service pay a utility customer activation fee of $75 which shall be prorated to the credit of the electric, water and wastewater utility funds of the city.
   (b)   Such utility customer activation fee shall not be required of landlords who have established service at an address and who request that utility service at the address be placed in such landlord’s name following termination of the tenant’s account.
   (c)   Tenants who are renting or leasing property for which permanent utility services are to be established shall at the time of activation for such service present the lease or a copy thereof or a letter from the landlord of such property, substantiating the tenant’s right-to-service.
